Generally, the only people who can adopt a child without approval are blood relatives, such as grandparents, aunts, uncles, siblings, and other blood relatives. There are some exceptions, if a non-blood relative is married to one of the biological parents, the non-blood parent can adopt assuming the other biological parents rights have been terminated. A non-blood relative who is not married to a biological parent can also adopt in certain circumstances. This person is considered a stranger in the eyes of the law and must have approval from the Division of Family and Children Services (DFACS) or an approved adoption agency. This process is not inexpensive and can take a long time as the Court must do what is in the best interest of the child.
